Walk one street inland in swimwear and you can be fined
Lloret is legally a different town away from the water. Its civism ordinance, approved in 2012, makes the seafront promenade a boundary: shirtless or in swimwear beyond it, and you are exposed to a fine of up to €750. The ordinance also does something unusual — it makes the hotel liable, between €750 and €1,500, when its guests throw objects from balconies. The town relaunched enforcement in July 2025 under the banner Lloret Enjoy & Respect, publishing a €750 tariff for offences including drinking on the beach or in the street and sleeping in a car.
The quieter counterpart is the Jardins de Santa Clotilde, laid out in 1919 on the cliffs and protected as a national cultural asset since 1994. Its opening hours shrink through the year, from 10:00-20:00 between April and October to 10:00-17:00 from November to January — removing exactly the late-afternoon sea light the terraces were designed around.

Is Lloret de Mar too touristy?
In July and August it is one of the most intensively visited resorts on the Costa Brava, and its reputation for package nightlife is earned. Outside those months it reverts to a working Catalan town. The Santa Clotilde gardens and the coastal paths are quiet in any season if you go early.
Can you walk around Lloret in swimwear?
Only on the promenade. The town's civism ordinance makes going shirtless or in swimwear away from the seafront an offence carrying a fine of up to €750, and enforcement was relaunched in July 2025. It applies to the streets behind the beach, which is where visitors most often get caught.
