Portofino's problem is arithmetic. The 2021 census recorded 369 residents, down from 743 in 1981, and local reporting puts daily visitor presence in the harbour at around 5,000, rising past 6,000 when cruise ships tender passengers in.
Since April 2023 the town has responded with an anti-crowding ordinance, renewed each season. Two designated red zones cover the Piazzetta and the Molo Umberto I waterfront — precisely the spots everyone comes to photograph — where pedestrians may pause only long enough to take a picture. Lingering carries a fine of 68 to 275 euros. The restriction runs through the middle of the day, roughly 10:30 to 18:00 depending on the zone and the year, and lapses on 15 October.
The crowding here is therefore a cruise-schedule variable, not a weather one, and the restriction exists only in the months you would naturally choose to visit.
